Time is not ripe for a fresh bill
on refugee: PPA
ITANAGAR, Dec 14: Veteran political leader and People’s Party of Arunachal (PPA) Chairman Kamen Ringu suggested All Arunachal Pradesh Students’ Union (AAPSU) leaderships to let the present political crisis in the state resolved first for meaningfully taking up the burning refugee.
“The time is not ripe for talking of a fresh Bill on refugee issue. Let the current political crisis resolved first,” Ringu said. The present AAPSU leadership might not be aware that two Bills (Assembly Resolutions) have already been passed in the Assembly in 1980 (dated 23rd Sept' 1980), 1992, 1993, 1994, and finally followed by the Peoples Referendum Rally in the year 1995, said Ringu.
Appreciating AAPSU for sincerely taking up the Chakma and Hajong refugee issue, Ringu said that his party will be the first to volunteer any services to AAPSU in fighting the battle against the refugees.
“And this will be possible only when there is a stable, efficient and visionary government, Ringu said.
“Let the legislators discuss, debate and find out a way to end the present political deadlock first,” he said.
We should not create any hurdles in the functioning of the assembly, he said.

ITANAGAR, Dec 14: The All Capital Complex Auto Welfare Association informed that three autos were damaged by locals near Naharlagun railway station. The attack took place when auto owners had gone to Naharlagun station to receive their family members, the association claimed. The association also claimed that they had raised the matter with district magistrate and accordingly extra assistant commissioner, Naharlagun recently passed an order for peaceful operation of autos in the area.
But local public violated the order and attacked auto plying towards railway station, they alleged. Association has appealed to the local MLA to settle the case at the earliest and ensure arrest of the main culprits involved in the case.

ITANAGAR, Dec 14: The Speaker of the Arunachal Pradesh Legislative Assembly has written
to the Governor J P Rajkhowa today questioning the validity of his recommendation
for conducting the Legislative Assembly Session from Dec 16-
Citing various provisions of law in a four paged letter, the Speaker wrote that the Governor refrain from impinging upon functioning of constitutional machinery in Arunachal Pradesh and prevent any constitutional crisis.
Governor, as custodian of the Constitution will uphold and preserve the sanctity of constitutional framework and let the House function as per its original schedule without any undue interference, the Speaker added.
The Speaker said that “as per the established practice and procedure, notice for summoning assembly session ought to reach Legislative Assembly Secretariat or Speaker through parliamentary affairs department of the Government. However, in the present case this established practice and procedure has not been followed. Thus, creating constitutional crisis in Arunachal Pradesh”.
If the Constitutional scheme is not religiously adhrered to, it will result in lowering the esteem of the high office of the Governor, the Chief Minister and the Speaker and throwing at wind Constitutional philosophy and scheme, the letter added.
He urged the Governor to uphold the high morals and principles enshrined in the Constitution to let the constitutional machinery in the Arunachal Pradesh function as per the scheme of the Constitution.
Further, there seems to be no justification for such a hurried action taken by the Governor preponing the House's session particularly when only about a month was left for commencement of originally scheduled session of the House. This hurried action does not reflect well on the high office of the Governor, Rebia added.

ITANAGAR, Dec 14: The All Nyishi Students’ Union (ANSU) has lodged FIR against former finance minister Kalikho Pul in Itanagar police station following an audio clip of the minister going viral in the social media. In the voice clipping, a person identified as the former minister is heard having conversation with a person and in the process makes communally sensitive statement.

“Otherwise problem will arise. It’s now Kalikho Pul versus Nyishi Community,” he warned. However he also clarified that their step is not against any particular community but only against the hurtful remark made by the former minister.
“We are not against him playing politics to become the CM but he shouldn’t target the whole Nyishi community,” Joram said.
Regarding Pul’s statement on shifting the Capital from Itanagar in the voice clip, president ANSU sought an explanation where the Capital will be shifted.
The union served him a week’s time to clarify on the matter.
Also speaking, union’s assistant general secretary Tukbom Ligu expressed disappointment that the whole community is being blamed for wrongdoings of just few.
“We seek a proper explanation from the minister,” he said.
“Such an immature statement from a person like him is unfortunate,” added Convener Tana Doji.

APCC apologizes to press fraternity
ITANAGAR, Dec 14: Arunachal Pradesh Congress Committee (APCC) has apologized to the media fraternity of the state for the December 12 incident, wherein a worker of the Congress party had charged a journalist of asking questions to the APCC president at the behest of Bharatiya Janata Party (BJP).
Clarifying on the matter, APCC stated that it was unfortunate that there was some exchange of words between presspersons and ‘onlookers’, who were standing nearby during the interaction with the APCC President near Raj Bhawan Gate, Itanagar at the time of retreat from the Protest Rally.
“It was a closed matter as the APCC president promptly intervened on the matter and apologized at the spot,” an APCC release said.
While conveying apology, APCC said, “It is our obligation to honour the sentiments of the media fraternity and value of the Press as we must go together for the greater cause of the society.”

ITANAGAR, Dec 14: A sensitization workshop on social and behaviour change communication for routine immunization was conducted by the State Health Society in collaboration with UNICEF New Delhi today at Papu Nallah.
While lauding the work of the district administrations and medical officers in improving the immunization level in the state, National Health Mission, Mission Director, P.N Thungon said, behavioural change in an individual is very important for sustainable development of any programme. Thungon expressed hope that the workshop would help in developing a strategy to bring out a positive behaviour change and boost immunization in unreached areas and reduce the dropout and left out cases.
Further, to ensure successful implementation of pentavalent and IP vaccine, which will be launched soon in the state, he stressed to focus on frontline workers who can act as a focal community group in their area to generate community awareness on immunization.
Presiding over the workshop, Family Welfare, Jt Director, Dr. Emi Rumi said left out and drop out case is a matter of serious concern which needs to be tackled soon to achieve the target of full immunization.
Dr. T Taku NO Training (NHM) emphasised on augmentation of acceptance level among people for successful implementation of any programme.

ITANAGAR, Dec 14: Dazzling fireworks lit up the gloomy morning sky for a moment as a colorful opening ceremony marked the inauguration of the first ever Mini Olympic Games at Sangey Lhaden Sports Academy playground, Chimpu near here this morning.
Parliamentary Secretary Likha Saaya declared the Games open amid cheers from the crowds and in the presence of state’s sports officers and officials signaling beginning of the sporting extravaganza organized for the first time in Arunachal Pradesh.
“This Olympic Games is a humble Endeavour of the State Government led by Chief Minister Nabam Tuki to identify sports talents hidden in young boys and girls in the nook and corner of the state,” said Saaya. He advised all the participants to use this platform in a ‘meaningful’ manner. Admitting lack of sports infrastructure, Saaya said that the ruling government has given thrust to developing sports through setting up of infrastructure.

After hectic, negotiation finally the world leader’s clinched climate deal on Saturday last. The Paris climate summit witnessed intense negotiation and bargaining between developed and developing world. One of the highlight of the deal is to keep global temperatures "well below" 2.0C (3.6F) and "endeavour to limit" them even more, to 1.5C. There was fear that countries like India and China will oppose it considering the fact that this affects their industrialization process the most. Dear Editor,
Through the column of your esteemed daily, I would like to express my displeasure about the ongoing teachers’ recruitments being conducted amongst the APTET/CTET qualified candidates by the Directorate of Elementary Education.
In the recruitment process many deserving candidates have been rejected only on the ground that we failed to produce original marks statement & Certificates of the qualifying exam (CTET) which was conducted recently on 20/09/2015 and the result declared on 30/10/2015.
Although we are eagerly waiting for original mark statement & certificate due from CBSE through postal service within this month yet we have online generated marks statement as a proof to authenticate our eligibility. But Alas! We are left baffled and helpless. If CBSE fail to deliver our qualifying certificates on time, is it correct to blame on aspiring candidates only?
Again, conducting viva voce without screening test especially when APTET/CTET qualified candidates are above thousand sounds illogical too.
Hope the concerned authority will give it a serious thought before conducting such interview in future.

We have a democratic system of government in India. While discharging our duties as citizens, it is our moral duty to pay allegiance to the democratic principles and values enshrined in the constitution. We cannot apply communist method to redress our wants and needs. We must and we have to walk as per constitutional guidelines. The Judiciary, Executive and Legislatures have its own areas of power and functions. Interference in any of these areas will dilute the systems. If there are any elements of threat to life, deprivation or discrimination against the individuals or groups, there is a mechanism to approach the authority.

An appeal on 25th year of dissident activities
Dear Editor,
The first dissidence activities in political history of Arunachal Pradesh had erupted in 1991 against Gegong Apang Ministry. There was a serious political upheaval which had broken APCC into two factions. Finally S S Ahuliwalia, the then emissary of Prime Minister Narasima Rao had arrived at Itanagar and resolved the crisis which helped Apang Ministry to remain successfully for four years up to 1995 Assembly election .
In 1995 Assembly election Apang had come back for fourth time as Chief Minister but immediately a serious political difference arose between him and Prime Minister Narasima Rao resulting in entire INC legislators quitting INC and formation of a regional party called Arunachal Congress and Apang remained as Chief Minister. But after four years, in 1999 another serious dissident activity had come up against Apang and his ministry was toppled by Mukut Mithi led faction Arunachal Congress(M) and Mithi became Chief Minister but immediately he along with his MLAs returned to INC fold.
After four years in 2003 again a major dissidence arose against Mukut Mithi and his Ministry was defeated by a no confidence motion held on 3rd August,2003 wherein Gegong Apang had become Chief Minister for fifth time. However, an interesting political somersault took place in the year 2003 with en mass merging of Apang led Ministry in BJP, hence, surprisingly a BJP Government had appeared in the state without having elected legislators. However after some months, Apang returned to INC.
After four years, in 2007 the dissident MLAs had pulled down Apang Ministry and installed late Dorjee Khandu as Chief Minister on 9th April,2007.But unfortunately after four years he died in a chopper crash on 30th April,2011. Thereafter, the helm of affairs of this State from 5th April 2011 to 1st November 2011 was looked after by late Jarbom Gamlin as sixth Chief Minister of this State but he had to resign within six months on account a social issue.
Nabam Tuki was appointed as Chief Minister on 1st November 2011 and his Government just completed four years on 1st November ,2015 and again a dissidence has come up against him. No one knows exactly why this State is usually confronted with major political dissidence every after four years since 1991.
But end of the day it is the public who suffers because of delay and less development due to dissidence and no one knows exactly the actual amount of loss caused to this State in six consecutive major political dissidence in 25 years from 1991 onwards.
And, I was honestly expecting our respected elected leaders, irrespective of opposition
and ruling might happily come together in a platform in fag end of this year to
celebrate the completion of 25 years of dissidence in the State as Silver Jubilee
in order to sink off their political differences but it seems that they are going
to miss this beautiful occasion. Though they may not celebrate it but 25 years is
completing by December,2015 so I wish happy silver jubilee to all elected leaders
including ex-
But it is my sincere request to all of them to take utmost care of peaceful co existence of tribes of this beautiful State and its democratic fabrics so that peaceful life of common people is at all not disturbed.

Flood relief money

It would be a good idea if the Government directly credits the money/financial assistance given to flood affected victims in Tamil Nadu to people’s “Aadhar” card linked bank account though many would have lost their aadhar cards in the floods. This would ensure that entire money given for flood relief would definitely reach the intended flood affected people.
